Goals and Overview
The loot system of The War Council was created to answer the following question: Given a set of people want an item that has just dropped, who should receive it? The answer, by and large, is: The person who has gone the longest without receiving an item of equal or greater value. This is the underlying principle upon which the loot system has been created. Augmenting this basic formula are factors for character level and recorded raid participation of all guild members.

The system has been designed with the assumption that the guild holds raids often and that these raids result in aquiring large quantities of high quality loot. If the guild does not push itself to acomplish greater and greater victories and repeat them (a.k.a. farm uber mobs) the system will not work fairly.

The system is implemented as a point system. Each day all characters receive points based on their weekly computed raid participation level and their current level. Points are spent when items are awarded.

The officers of the guild reserve the right to revise or modify the loot system, including making changes that retroactively adjust scores.

Mains and Secondaries
A main character is the character that any player primarily plays. It is typically their highest level character, and the character with which they originally applied to the guild with.

A secondary character is any other character played by the same player. A secondary character might be either a "hydra" that is played alongside their main virtually all the time, an "alt" that is played instead of the main or rarely hydra'd, or a "twink" that is rarely or never played at the same time as the main character and it typically low level.

The system treats all characters independently. There are no links made between the scores of a single player's main and secondaries, though a secondary's level affects their score differently than the level of a main character.

Sometimes one player's characters are played by someone other than the real owner. The system does not care if this happens and treats "autoed" characters the same as if they were being played by their real owners at all times. However, anyone autoing someone else's character is strongly discouraged from asking for items, because the real owner might want to spend their points on different items.

Loot Value
Items are assigned one of five values.

-"Uber" items are those that are the best available, or close enough to it. Uber items are items that will not be replaced by any other item due to their stats, effect, or utility value.
-"Good", "Decent", and "Rot" items are other items that are not Uber. The specific value of any item not deemed Uber is decided by the officers and is based on comparison to the Uber items and the other non-Uber items for the same inventory slot or use.
-"Special" items are keys or similar items, such as a Sleepers Tomb key. Special items are tracked by the system but otherwise have no effect on a characters score, and are in fact awarded without thought to the character's score. Mob-dropped rare spells are awarded in a similar fashion, but are not tracked.

Spending Points
Each character has 4 separate scores, corresponding to the 4 non-special loot values.

When a character loots an item of a given value, their scores for that value and lower values are reset. The score for the values greater than the current item are lowered by an amount based on the items value.

"Uber" items cost 20 points.
"Good" items cost 6 points.
"Decent" items cost 3 points.
"Rot" items cost 1 point.

When a score is "reset", the new value will be one of 3 values, either 1) current score minus the cost of the item, 2) current raid level times 2 (see below), or 3) current score minus 100. If #3 is the greatest, it is the new score. If #3 is not the greatest, the new score is the smaller of #1 and #2.

When a score is "lowered", the new value will be one of 3 values, either 1) current score minus the cost of the item, 2) negative 1, or 3) current score minus one. If #1 is greater than negative 1, it is the new score. Otherwise, the new score is the smaller of #2 and #3.

Earning Points
The amount of points earned per day is influenced by two factors: raid participation and character level. Those two factors are multiplied together to determine how many points that character will receive every day. The number of points they receive is added to all four scores each day.

The maximum any score can be is 150.

Raid Participation Factor
Raid participation is calculated each week based on the number of raids the character attends versus the number of raids held. The percentage of raids attended is translated into the a raid level from 0 to 4.

Guests and Recruits
Loot awarded to guests and recruits is tracked in the same way as for normal members. However nobody without a guild tag is given credit for the raids they attend, and nobody but full members will have any scores. Items are only given to recruits and guests if no full member's chacters (mains, secondaries, alts, or twinks) want the item. Also, tradable items of any significant value are never awarded to guests or recruits, but are saved instead for full members not in attendence or sold for guild funds. Recruits will in general be given priority over guests who are not actively trying to join the guild.

Upon receiving a trial membership tag, recruit raid participation will be subsequently tracked and they will begin to earn points. When they are given permanent membership, their current score is computed based on their full history of items awarded and raids attended since receiving their trial tag.

Guild Member Obligations
In order for the system to function properly, every member must ensure the following:

1) That their current level is correctly known to the system.
2) That they are properly credited for participating in every raid they attend.

2) The Twink Rule: 'Official' TWC definitions:

Primary / Main: Typically, your highest level character.

Secondary / Hydra: A secondary is any other character you run in tandem with your primary.

Twink: Any other character that you play that does not qualify as a Secondary.

3) The Participation Rule:

1. Attending Raids:
As a guild centered on raiding and large game, all members are expected to be active participants in guild activity. This, obviously, includes participating on guild raids. You are entitled to play the game your own way, but the bottom line is all members should be enthusiastic about aiding the guild. Particpation also includes checking the message boards regularly. Raids are posted in advance for our convinence, and you are expected to have read them and prepared for the next days activity. Any raid you plan on attending, you need to make arrangements BEFORE logging off for the night to be AT the raid location. This might mean cutting out of your EXP group or item camp a bit early. Additionally, once at a raid you are expected to PAY ATTENTION. Raids are easily derailed by people failing to perform their function or being left behind. When you become a liability at a raid, you are failing the rest of the guild. Members who frequently go AFK at raids, or who frequently do not follow instructions will be asked to leave a raid. Being asked to leave a raid more than once will result in a suspension from the guild for up to 1 week.

2. Transportaion:
If you log in expecting to attend a raid, and did not get to where you needed to be the previous day, do not expect a ride from anyone already attending a raid. It is not their responsibility to make up for your lack of planning. Gate capable classes are encouraged to help mobilize the guild whenever necessary, but once a raid is underway they are under no obligation to gate you unless the raid leader deems it necessary. It is requested that other members respect gate-capable classes right to decline you a ride amidst a raid. Failure to observe this very simple rule causes incredible delays in raid performance, and much frustration among those who took time to prepare. If you are a gate-capable class you need to make your porting services available to guild members the day before a raid, and before the raid begins or during the raid if instructed to do so. People who need rides need to know who to ask for them.

3. /Anon and /Role:
When a guild raid is being conducted, all members online need to deactivate /anon AND /role. To further clarify what is meant: Your full /who details should be displayed while a raid is in progress because you are expected to participate. The exception is if you aren't attending, and have FULLY INFORMED THE RAID LEADER OF YOUR INTENTIONS.

4) The Respect Rule: The expectation of members is to treat each other with courtesy at all times. It is understood that not everyone will be best friends with all other members, or even like each other for that matter. This is an unavoidable consequence of being a member of a large group or society. However, expressing unchecked aggression towards each other is unaccpetable. When intraguild disputes arrive, ALWAYS defer to officers or the guild leader if you aren't capable of staying out of fights with people. Should you find yourself causing an unpleasant disruption with other members or airing negative comments in guild chat towards other members, expect to be warned and instructed to cease. Failure to heed this warning will result in the loss of your tag for no less than 3 days. I cannot stress enough how little desire the leadership has to mediate petty squabbles. We don't get paid to do this, and aren't inclined to endure more strife than necessary. Having your tag removed for such interruptions will result in permanent removal on the third offense.

5) The Membership Rule: If, at any time after becoming a full member, you voluntarily detag yourself from the guild then you are no longer considered a member. Your board access will be revoked at the earliest convenience. The leadership does not recognize discarding the tag as anything but a resignation. Detagging is never to be used as a method of protest or manner to resolve intraguild conflicts unless your solution is to never return. This does not include involuntary detaggings, such as an officer removing you for being disruptive. Standard rules apply in such instances.

6) Code of Conduct: Your actions reflect on your guild, and certain actions will not be tolerated. For example: intentionally training others, /ooc wars, camp stealing, blowing spawns, verbal abuse, using Guild chat, Raid chat in a childish manner. Also, repeatedly skipping raids for xp/farming/selling/etc. We are a raiding guild.

If a problem is observed by or reported to an officer it will be investigated. If it is deemed a valid complaint you will receive a warning from an officer in a /tell. Warnings will be noted.

Another violation of the Rules of Conduct within 30 days of a warning will result in a first level suspension. You will be guildremoved for a period of no less than one week and you will be suspended from all guild activities as well as ineligible for any loot. Loot points are unaffected.

A violation of the Rules of Conduct within 90 days of a first level suspension will result in a second level suspension. You will be guildremoved for a period of no less than one month, suspended from all guild activities, ineligible for any loot and will lose all loot points.

A violation of the Rules of Conduct within 120 days of a second level suspension will result in guildremoval for a period of no less than 6 months after which you will need to re-apply for membership if you so choose.

All situations regarding discipline will be evaluated on an individual basis in order to determine what disciplinary action needs to be taken. A first offense may still be severe enough to merit an immediate suspension or permanent guildremoval.

If a member is removed from the guild they will need to resolve the situation directly with the officer who removed them.

7) Checking Corpses Rule: DO NOT DO IT EVER The only reason you should ever be on a corpse is if an officer gives you orders to loot an item you have won via the loot system.

8) These Rules are subject to change with out notice, manly cause we dont always remember to edit this section when we change the rules
